PA Law Makes Animals Abusers Pay Shelter Expenses

In an attempt to offset state animal care costs and deter future abuse cases, Pennsylvania governor Tom Corbett recently gave his signature of approval to a statute that will require animal abusers to compensate shelters for providing food, medical care, and housing for their seized animals. “Pennsylvania shelters and state and local agencies are already overburdened with the cost of basic animal care,” says Sarah Speed, Pennsylvania state director of The Humane Society of the United States. “Large scale rescues were straining the budgets of small humane organizations around the state, and this law provides them much needed relief.”
